Rules and Procedure
  PNP MEMORANDUM CIRCULAR NO. 2016-065 REVISED POLICY ON ABSENCE WITHOUT OFFICIAL LEAVE (AWOL) AND DROPPED FROM THE ROLLS (DFR)  References: a) Revised Rules on Administrative Cases in the Civil Service (RRACCS) dated November 18, 2011;b) Republic Act No. 6975 as amended by Republic Act No. 8551;c) NAPOLCOM Memorandum Circular No. 95-017 dated August 14, 1995 as amended by NMC 2010-001;d) NAPOLCOM Memorandum Circular No. 2016-002 dated March 7, 2016; ande) Executive Order 292, Instituting the Administrative Code of 1987;  Absence Without Official Leave (AWOL)  –  It refers to the statusof any official or employee who absents himself/herself fromwork without an approved leave of absence. Dropped From the Rolls (DFR)  –  It a mode of separation from theservice for unauthorized absences or unsatisfactory or poorperformance or physical or mental incapacity which is non-disciplinary in nature and shall not result in the forfeiture of anybenefit on the part of the official or employee or indisqualification from reemployment in the government.  PNP personnel who has been continuously absentwithout approved leave for 30 working days or moreshall be DFR without prior notice from its effectivity.He/she shall be informed of his/her separation from theservice not later than five days from its effectivitythrough written notice by registered mail to the lastknown address as appearing on his/her 201 files; orthrough personal service, or through the Barangaywhere he/she resides.
